Dr. Keene was the first National Executive Committeeman from the Department of Indiana. Known for leading the Indiana delegation to The American Legion’s first National Convention in Minneapolis, Minnesota. With Dr. Keene’s direction, the Indiana delegation successfully lobbied to have Indianapolis named as the site of The American Legion’s new National Headquarters. A Lieutenant Colonel in the U.S. Army during the First World War, Keene commanded a base hospital on the Western Front. Dr. Keene is also credited with being instrumental in the approval of the five-block War Memorial Plaza in downtown Indianapolis.
